In 2005 the Historical Truxtun Civic League developed a plan to rebuild Truxtun. Truxtun had been on the decline since the early 90's. Problems identified by the civic league included neglected structures, vacant lots, abandoned and boarded properties. Absentee landlords who rented properties to tenants who ran unlawful houses was also a major problems. OUR PLAN CALLED FOR A "MASSIVE MAKEOVER OF TRUXTUN. In early 2006 the City of Portsmouth begin to help. Urban Designers Assoicates was commissioned. Using the civic league plan along with input from other members of the community they designed a plan that called for a New Truxtun. The plan called for 60 new homes, new landscaping, historical lighting and street signs. The plan also called for a new floor plan for existing homes that included larger kitchens,at least 2 and 1/2 baths, master bedrooms and more closet space. The new homes would have to be build with the same distinctive architectural style of the original Truxtun homes.
